What Hong Kong Schooling Actually Costs
The published fee is not the number. Here is what the rest of it is made of.
Hong Kong school fees rise most years, and the published annual fee is the part families budget for and the smaller part of what they pay. The rest is in one-off capital costs and recurring extras that are rarely presented together.
The layers of cost
Tuition. The published annual figure, usually billed per term.
Capital levy or building fund. An annual charge on top of tuition at many international schools, sometimes several tens of thousands.
Debenture or nomination right. The one that surprises people. A large refundable or non-refundable sum, sometimes six figures, that buys priority in admission rather than a place. Corporate debentures cost more and are often held by employers, which matters if a parent changes job.
Application and assessment fees. Non-refundable, per school, and families applying to six schools pay six times.
The recurring extras. Uniform, bus, lunch, devices, trips. School trips in particular can run to five figures in the senior years.
Why fees keep rising
Rent and staff costs, mostly. Teacher packages in Hong Kong compete internationally and often include housing, which is the largest cost line in the city. Schools also fund building programmes through capital levies rather than borrowing.
The practical consequence for planning: assume fees rise above general inflation across a child's schooling, and budget across the full run rather than year to year. A family comfortable with Year 7 fees can find Year 12 uncomfortable.
DSS schools: the middle option
Direct Subsidy Scheme schools take government funding and charge fees, sitting between fully-funded local schools and international schools. Fees vary widely, from modest to approaching international levels at the most sought-after.
Several run IGCSE and the IB Diploma, which is why a good number of our students come from them. Academically they are frequently a match for international schools at a fraction of the cost, and admission is correspondingly competitive.
Where tutoring sits in the budget
We have an obvious interest here, so treat this accordingly.
Tutoring is a small line next to school fees and it is not automatically good value. Buying five subjects of tutoring because the fees are already large is how families spend the most and gain the least. Diagnose first, tutor one or two subjects where there is an identified problem, and measure it.
